What are Refugees?

I imagine that each government in the world likely interprets who is or should be a refugee by their own metrics.  However, The United Nation's High Commissioner on Refugees has a lot to say about it in the Convention and Protocol related to the Status of Refugees.  The term Refugee is defined  in Article 1, Chapter 1, titled: 'General Provisions.'

If you read all 56 pages in the above linked document, you will likely know more about govenment refugee policy than 99% percent of the public.
